After a new cannery introduces scientifically augmented salmon to a seaside town in the Pacific Northwest, a species of mysterious, mutated sea creatures begin killing the men and raping the women.

At the Tromaville Institute of Technology's nuclear plant, Prof. Holt has perfected "subhumanoids": living beings without emotions who perform menial tasks. When school reporter Roger Smith meets a beautiful subhumanoid named Victoria, they fall in love and he becomes determined to save her and the school from a giant mutant squirrel, Tromie.

Returning from Lapland, where he buried his father, a renowned scientist, Jerry Cornelius comes back to London with the firm intention of taking revenge on his brother Frank and snatching his beloved sister Catherine from his clutches.
