European man uses mind control with his eyes to commit crime

John Anderton is a top 'Precrime' cop in the late-21st century, when technology can predict crimes before they're committed. But Anderton becomes the quarry when another investigator targets him for a murder charge.

Ten years after the demise of Precrime, crime-solving is different and justice leans more on sophisticated and trusted technology than on the instincts of the precogs—individuals who able to see the future. Years after his squad was ambushed during the Gulf War, Major Ben Marco finds himself having terrible nightmares.
