Nathan Algren is an American hired to instruct the Japanese army in the ways of modern warfare, which finds him learning to respect the samurai and the honorable principles that rule them. Pressed to destroy the samurai's way of life in the name of modernization and open trade, Algren decides to become an ultimate warrior himself and to fight for their right to exist.

Panic arises among Allied POWs aboard a Japanese freighter when they learn that the ship is actually a decoy target for American submarines on night patrol. The prisoners unite and attack their Japanese captors just as an American sub surfaces and, not knowing the prisoners are aboard, prepares to torpedo the ship.

It is 1921 and a town has a newspaper which prints urgent bulletins as required. The Washington-based CITES treaty, in which Japan participates, puts a limit on the number of warships any country can possess. As a result, Japan has to decommission a ship to its makers' disappointment. An institute of technology's laboratory designs a new ship. Due to less ships, sailors have to retire and are also disappointed. The laboratory's manager and an admiral are visiting a patient at a hospital and meet coincidentally. The former has a daughter who worries about her father's workload. She asks him to accompany her to a concert. Father has little time, but is convinced for her sake. He is inspired for a ship's design at the performance. The film is inspired by the life of Jo Hiraga.

A scrap iron carrier arrived at Tokyo bay. The ship swarmed with the stevedores, the souvenir seller and the hookers. The crews of ship were oppressed by arrogant captain and his officers. The crews caused an uprising. A manager of stevedore ordered his employee leader to suppress an uprising...

The story takes place over a 24 hour period. In the southernmost part of Japan, 20 fishing boats of an unknown nationality suddenly fire upon and occupy parts of the Hateruma archipelago. Members of the Japan Coast Guard are detained. Under the extremely tense situation, the Japanese government sends Aircraft Carrier Ibuki and an escort fleet to the area. Ryota Akitsu is the captain of the Aircraft Carrier Ibuki and Toshiya Niinami is second-in-command. It is now 6:23 am. and Japan faces one day which they never have before.

Handsome Prince George arrives on board his ship in Japan. Youthful, immaculate in naval uniform and smiling broadly, he goes through the complicated formalities of being greeted by a host nation. When U.S. Commodore Matthew Perry's infamous Black Ships arrived in Uraga Harbour in 1853 saw his chance to let that breath out, and he and a friend snuck aboard Perry's ship in an attempt to return with him to America. When Perry's crew caught him and returned him to the mainland the ruling Shogunate put him under house arrest, a light sentence considering that the official penalty for leaving Japan was death. It was during his time of house arrest that Shōin saw the whirlwind of foreign influence that Perry's visit had initiated. To try and counteract this Shōin set up a school in his native Hagi in Yamaguchi Prefecture where he taught traditional Japanese values, military strategy and a redefinition of bushido, the samurai code. This school, the Shoka Sonjuku produced some of the leading revolutionaries who would bring about the downfall of the Shogunate.

On a yacht sailing from Shanghai to the United States, the sailors, led by the megalomaniac steward, revolt and take control.

As Part I opens, Jubei (Denjiro Okochi), the best of sea skippers, is unable to overcome the stormy seas of Luzon. All hands on board the Kannonmaru were lost except for Shinkei, who alone made his way to land & eventually home to inform his grandson Jiromaru (Kinnosuke Nakamura) that his father Jubei met with disaster. Young Jiromaru tells his grandfather that he doesn't want to be a skipper like his father, but wants to go to Kyoto and become a samurai…
