A man’s body is found in the suburbs of Tokyo. The dead man was hit by a car and his head beaten by the reckless driver after the accident. The dead man had a wife named Noriko. She likes fancy things and she has a lover named Tsukada. It's also learned that the dead man was insured for 300 million yen. The media and the public look at Noriko and her boyfriend Tsukada with suspicion, but they have perfect alibis. Then, Detective Hibiki, who is in charge of the case, and Private Detective Kono become involved in a series of mysterious murder cases.

Keiichi Yoshinaga, who works for a major construction company receives a sudden phone call from his ex-wife, Junko Aoba. She tells Keiichi that their second son, Tsubasa, who lives apart, has been arrested for murdering his classmate. Keiichi immediately meets Tsubasa, but for some reason he keeps silence. Since Tsubasa shows no signs of reflecting upon his conduct, he is possibly going to an open trial. To overcome this situation, Keiichi consults a lawyer Kyoko Kanzaki who has a child of the same age.

The body of Kazuyoshi Kawagishi, a construction company worker, is discovered stabbed to death in Shinjuku Central Park in Tokyo. Detective Masanao Ushio of Shinjuku West PD begins an investigation and finds that the murdered Kawagishi was an honest person who didn't have any troubles. Kawagishi worked for a company in Kofu City in Yamanashi, leaving behind his wife and daughter on Awaji Island in Hyogo. He seems to have started working as a laborer 3 years ago, having fallen on hard times when the company went bankrupt. Saeko Kawamura, Ushio's reporter friend, calls him wanting to talk about the case. According to Saeko, Kawagishi was one of the survivors of the "bus hijack arson case" that happened three years ago. In the bus hijack arson case, a man who was hallucinating under the influence of dangerous drugs set fire to an intercity bus going to Shinjuku and departing from Kofu Station...

The suspense story begins when Jin Saeki, a policeman in Yamanashi Prefecture, arrives at a prominent estate residence in response to a tip, and finds the skeletal remains of 13 children, as well as a mysterious marking. Jūzō Haikawa, the long-missing owner of the estate, immediately becomes the prime suspect. Saeki collaborates with a woman named Kanon Hasumi, who has a connection to Haikawa, and together they search for the truth behind the case. In a parallel story set in Tokyo seven years after the case, a girl with a connection to the mark left on the Haikawa estate runs away from home.

Japanese life during the past thirty-five turbulent years is depicted in this film through the eyes of two police detectives. One is Henmi, who comes to Tokyo in 1926 from faraway Kagoshima to join the Tokyo police force. His closest friend is Nihei, a farmer's son from Tohoku who becomes the steadying influence on headstrong Henmi.
