A police story that carefully depicts the progress of investigations into criminal organizations. Crime tycoon Marks steals a large amount of weapons from the army and sells them to town thugs. Lieutenant Long, while being targeted for his life by Marks' subordinate Nighthawks, gradually hunts him down with a steady investigation. However, the Nighthawks give up on Marks, who has lost his escape and is confused, and kills him. Long is chased by the Nighthawks and is in a desperate situation. However, a dying Marks appears and kills the Nighthawks .
