From the 90's Hero is unthawed from being frozen fights a mutant woman

Simon Phoenix, a violent criminal cryogenically frozen in 1996, escapes during a parole hearing in 2032 in the utopia of San Angeles. Police are incapable of dealing with his violent ways and turn to his captor, who had also been cryogenically frozen after being wrongfully accused of killing 30 innocent people while apprehending Phoenix.

Bimawl, an honest government officer, lives an apparently happy conjugal life with his wife Mouli. Things change when Mouli's college friend visits their home.

When a teenage boy comes into contact with a Radioactive-Gamma-Serum-Dead-Parent-Mach­ine, he develops strange new superpowers, stops a bank robbery, fights a giant robot, saves the girl of his dreams and thwarts a diabolical genius.

Red Heroine was a smash hit on release and a prime example of the martial arts explosion of the late 20s (setting the template for later revivals), but with a crucial twist: in place of the typical, manly hero we have a swashbuckling woman. At first she’s a helpless abductee, then an unstoppable killing machine, fighting to stop a tyrannical warlord ravaging the countryside and enslaving numerous (very) scantily-clad young women.

The city is in danger, and our great hero, the Hero of America, will have to save the day! Or almost. Together with the hero from the rival company that fired him, they must stop Mr. Freeze from taking over the world.
