The future, probably Japan. Robots have long been put into practical use, and androids have just come into use. Influenced by the Robot Ethics Committee, it's become common sense for people to treat androids like household appliances. Their appearance – indistinguishable from humans except for the ring over each android's head – has led some people to empathize unnecessarily with androids. Known as "android-holics", such people have become a social problem. Rikuo, a high school student, has been taught from childhood that androids are not to be viewed as humans, and has always used them as convenient tools. One day, Rikuo discovers some strange data in the behavior records of his family's household android, Sammy. Rikuo and his friend Masaki trace Sammy's movements, only to discover a mysterious café that features a house rule that "humans and robots are to be treated the same".

The Human Robot explores the boundary between biological and mechanical intelligence through interviews with sociologists, roboticists, ethicists, and philosophers. Asking "how human is too human?" in regards to robot design, the film focuses primarily on Japanese culture and their positive attitude towards technology in contrast to Western culture's tendency towards fearing intelligent machines. The filmmakers showcase a wide variety of intelligent robot designs, from the flashy and entertaining automatons of Tokyo's Robot Restaurant and the dog-like Aibo robotic pet, to the hyper-real Geminoid designs that mimic their human counterparts with great accuracy. Androids are shown to already be quite prevalent in Japanese society where they hold positions as receptionists, retail sales clerks, and even news bulletin reporters.

The series revolves around alien household robot Robotan, who is made By Kan-chan and lives with an everyday Japanese family as a domestic servant and friend to the children. Like Doraemon, his good intentions don't always work out, with comic consequences. The original series was made in Osaka by the short-lived Ohiro Planning. Production moved to Tokyo Movie Shinsha for the 20th-anniversary color remake New Robotan under director Masaharu Okuwaki.
